While the amendment itself spans 12 pages, the summary printed on the ballot consists of a single sentence. Ohio law allows election authorities to use condensed language on ballots, provided the wording accurately summarizes the core question, according to Rachel Hampton of Capital University Law School.

If approved, the measure would require a public referendum whenever a proposed development meets or exceeds one of three criteria: covering 50 acres of land, consuming 20 megawatts of power, or using 500,000 gallons of water per day.

However, Hampton pointed out that the condensed ballot text leaves out significant enforcement and operational details contained in the full 12-page document. Among the provisions not mentioned on the ballot are specific restrictions on noise and lighting, along with penalties for violations that can reach up to $500,000.

The amendment also outlines rules for existing operations that already meet the acreage, energy, or water limits. Under a grandfathering process, current facilities crossing those marks would be required to register and set a baseline, after which they would become subject to the amendment’s regulations.

Because the full text is not printed on the ballot, Ohio law mandates that the entire 12-page amendment be posted in an easily accessible spot at every polling location on Election Day, giving voters the opportunity to review the complete measure before voting.

Grove City: Codbixiyeyaasha oo Go’aan ka Gaaraya Hindisaha Qodobka 28-aad

Dadka degan magaalada Grove City, Ohio ayaa codkooda ku dhiibanaya Hindisaha Qodobka 28-aad (Issue 28), kaas oo lagu go’aaminayo in codbixiyeyaashu ay cod ku yeeshaan ansixinta mashaariicda waaweyn ee horumarinta, gaar ahaan xarumaha kaydka xogta internet-ka ee loo yaqaan data centers.

Qoraalka kooban ee ku daabacan warqadda codbixinta ayaa ka kooban hal jumlad oo dheer, halka wax-ka-beddelka sharciga ee buuxa uu gaarayo 12 bog. Sharciga gobolka Ohio uma baahna in qoraalka sharciga oo dhan lagu daabaco warqadda codbixinta, haddii qoraalka la soo gaabiyay uu si sax ah u qeexayo su’aasha taagan, sida ay sheegtay Rachel Hampton oo ka tirsan kuliyadda sharciga ee Capital University Law School.

Haddii tallaabadan la meelmariyo, waxaa qasab noqon doonta in afti dadweyne la qabto mar kasta oo mashruuc cusub uu gaaro mid ka mid ah saddex xad: dhul cabirkiisu yahay 50 acres, awood koronto oo dhan 20 megawatts, ama isticmaalka 500,000 oo gallon oo biyo ah maalintii.

Waxaa jira qaybo muhiim ah oo ku jira dukumentiga 12-ka bog ah oo aan lagu xusin qoraalka kooban ee warqadda codbixinta. Hampton ayaa sheegtay in sharcigu uu xadidaya qaylada ama buuqa iyo iftiinka xad-dhaafka ah, isla markaana jebinta shuruucdaas ay horseedi karto ganaax lacageed oo gaaraya ilaa $500,000.

Ganacsiyada hadda ka howlgala magaalada ee gaara xaddiga dhulka, korontada, ama biyaha ayaa sidoo kale sharcigani saameyn doonaa. Xarumaha hadda jira waxay mari doonaan nidaam gaar ah oo looga baahan yahay inay is-diiwaangeliyaan si loo ogaado heerka ay hadda wax u isticmaalaan, ka dibna waxay hoos imaan doonaan shuruucda cusub.

Maadaama qoraalka sharciga oo buuxa uusan ku qornayn warqadda codbixinta, sharciga Ohio ayaa dhigaya in dukumentiga oo dhan oo 12-ka bog ah lagu dhajiyo goob si fudud loo arki karo oo ku dhex taal goob kasta oo codbixin ah Maalinta Doorashada, si codbixiyeyaashu ay u helaan fursad ay ku akhriyaan sharciga oo dhammaystiran.
