Grove City, Ohio – On November 3, voters within the South Western City Schools district will decide on Issue 6, a 2.26-mill bond issue. This measure aims to fund the replacement of Grove City and Westland high schools, both of which originally opened in 1970.

According to the district, Issue 6 is a “no-new-millage” bond. This means that while it authorizes a new 2.26-mill levy, the district plans to offset this by reducing collections for existing school construction debt as it is paid off. Consequently, the district states that the overall property tax rate for bond debt would not increase for property owners based on current values.

If Issue 6 passes, South Western City Schools could receive approximately $113 million from the state through the Ohio Facilities Construction Commission (OFCC). The total project for the two replacement schools is estimated at nearly $226 million, with state and local funding contributing roughly equally.

The new high school buildings are planned to feature updated learning spaces, enhanced technology, and improved safety and security systems. They would also provide additional capacity for career and technical education programs. The district reported that 175 juniors were waitlisted for programs at the South Western Career Academy during the 2025-26 school year, highlighting a need for more space.

Issue 6 also includes targeted improvements to athletic fields and extracurricular facilities at Central Crossing and Franklin Heights high schools.

Should Issue 6 fail, the new levy would not be implemented. In this scenario, property taxes would decrease by an estimated $79 annually for every $100,000 of a property’s appraised value, as existing bond debt is paid off.

The Ohio Facilities Construction Commission recommends replacing schools when renovation costs exceed 66% of new construction costs. Assessments by the OFCC indicated that renovation costs for both Grove City and Westland high schools would be over 80% of the cost to rebuild. Without new construction, the district estimates needing to spend more than $70 million on essential repairs without state assistance.

Both high schools would be rebuilt on their current campuses. The district anticipates that design and construction will take approximately four and a half years, with work beginning in 2028. The new schools are projected to open in late summer 2031 for the 2031-32 school year. Students would continue attending classes on campus during the construction period.

Issue 6 is part of Segment 3, the high school phase of South Western City Schools’ three-part facilities plan. Since 2012, the district has renovated or replaced over 20 buildings with voter-approved bonds. Grove City Council unanimously approved a resolution supporting Issue 6 on September 21.
