Two Republican members of the Ohio General Assembly have introduced a proposal for a constitutional amendment that would cap annual property tax increases for owner-occupied homes at 3%.
Jointly sponsored by State Rep. Kevin Miller and State Rep. Jeff LaRe, the resolution aims to limit the annual growth of a residence’s taxable value regardless of how high its appraised market value rises. The lawmakers are aiming to place the constitutional amendment before voters on the May ballot.
The proposed cap is designed to shield homeowners from sharp property tax spikes while allowing local governments a modest annual increase to keep up with inflation. Under the measure, any local revenue increases beyond the 3% threshold would require approval from voters.
Miller emphasized that property tax surges caused by rising property appraisals happen without public input. He noted that while local governments would lose out on automatic revenue gains from higher home appraisals, the plan balances homeowner stability with local budget needs by allowing a small inflationary adjustment.
“Without allowing any type of increase, that’s a huge strain on the municipalities that provide the resources because as we know, inflation takes, takes a bite into that,” Miller said. He added that under the proposal, if local entities want additional money above the inflationary increase, “then that’s got to go to the voters.”
This resolution represents the 15th constitutional amendment introduced by state lawmakers during the current legislative session of the Ohio General Assembly. By comparison, 10 constitutional amendments were offered during the previous two-year session, including an August 2023 ballot measure that would have required a 60% voting threshold for citizen-led amendments. That measure failed after 57% of voters rejected it.
In a separate effort, an organization called Ax Ohio Tax is continuing to push for an amendment that would eliminate property taxes entirely. The group missed the July 1 deadline to submit the 413,487 valid signatures needed for the fall ballot and is now targeting the November 2027 election.
