The inquiry centers on whether Walz and Frey crossed legal boundaries by publicly criticizing and challenging the deployment and tactics of thousands of Immigration and Customs Enforcement (ICE) and U.S. Border Patrol agents operating in Minneapolis and neighboring St. Paul as part of Operation Metro Surge.
