
Whitehall Recall Election Results: Mayor Michael Bivens Retains Seat, Council Member Lori Elmore Recalled
Whitehall voters delivered mixed results in Tuesdayโs special recall election, choosing to keep Mayor Michael Bivens and City Council member Amy Harcar in office while narrowly voting to remove Council member Lori Elmore.
According to unofficial results released by the Franklin County Board of Elections, Elmore was recalled by a razor-thin margin of just six votes. Meanwhile, Bivens survived the recall effort by approximately 100 votes, and Harcar maintained her council seat by around 30 votes.
Whitehall Recall Election Draws Nearly 20% Voter Turnout
Election officials reported a voter turnout of 19.1%, with 2,165 ballots counted. However, the outcome remains subject to change as 31 outstanding votes still need to be canvassed.
Franklin County Board of Elections spokesperson Antone White said the remaining ballots could impact the final margins in both the Elmore and Harcar races.
The Whitehall City Attorney confirmed that election results are scheduled to be officially certified by the Board of Elections on June 29.
Mayor Michael Bivens Calls for Unity After Recall Vote
Speaking to supporters following the election, Mayor Bivens expressed gratitude for the opportunity to continue serving the community and emphasized the need for healing after a divisive campaign.
โIt has been the honor of my life to serve as the mayor of the city of Whitehall,โ Bivens told supporters.
He pledged to continue advancing opportunities for residents and businesses throughout the city while focusing on unity moving forward.
Addressing residents who supported his recall, Bivens said he remains committed to serving every member of the community regardless of political differences.
โMy message is simple: I am your mayor, and I am here to serve you,โ he said.
The mayor added that his immediate priority is returning to City Hall and continuing work on the cityโs strategic goals and development initiatives.
Amy Harcar Acknowledges Community Divisions
Council member Amy Harcar, who also appeared to survive the recall effort, said the election highlighted concerns among residents who feel disconnected from local government.
Harcar called for greater collaboration and community engagement moving forward.
โWe have got to find a way to bring people together and ensure everyone has a voice in Whitehallโs future,โ she said.
Lori Elmore Vows to Stay Active Despite Recall Outcome
Although Elmoreโs recall remains pending final certification and a potential automatic recount, she said she plans to remain involved in civic advocacy regardless of the final result.
โMy voice will not be silenced,โ Elmore said. โIf one door closes, another opens.โ
She indicated that she will continue advocating for issues she believes in, including fairness, justice, and community engagement.
Why the Whitehall Recall Election Happened
The recall campaign was organized by Whitehall for All, a community group that argued the effort was necessary to improve accountability, transparency, and leadership within city government.
Supporters of the recall cited concerns related to city development projects, fiscal management, ongoing lawsuits involving the city, infrastructure issues, and public input in local decision-making.
Mayor Bivens previously criticized the recall effort, arguing that it imposed unnecessary costs on taxpayers and contributed to political division within the community.
Ohio Supreme Court Played Key Role in Recall Election
The special election followed a lengthy legal dispute over petition signatures required to trigger the recall vote.
In May, the Ohio Supreme Court halted an earlier recall election after former Whitehall City Attorney Mike Shannon challenged how signatures were calculated. In a 4-3 decision, the court ruled that the city had used an incorrect method to determine the threshold needed to place the recall on the ballot.
After additional signatures were collected and verified, city council unanimously approved resolutions setting the new special election date, including votes from the officials targeted by the recall effort.

As Whitehall awaits certification of the election results, city leaders and residents face the challenge of moving beyond a highly contentious political battle.
While opinions remain divided, officials say they will continue focusing on economic development, public safety, infrastructure improvements, and long-term planning for the cityโs future.
