Ohio Gov. Mike DeWine declared a state of emergency on Tuesday, Sept. 22, 2026, for more than a dozen counties impacted by heavy September rainfall and severe flooding across the state. DeWine announced the emergency response while inspecting flood damage in McArthur, Ohio, located in Vinton County.

The state of emergency covers Vinton, Pickaway, Ross, Pike, Perry, Morgan, Athens, Highland, Muskingum, Gallia, Meigs, Jackson, Claremont, Montgomery, Preble, Mercer, Van Wert, Logan, and Greene counties. DeWine stated that the primary objective of the declaration is to mobilize state resources to assist smaller townships and local municipalities that do not possess the capacity or funding to handle the crisis independently.

During his tour, DeWine noted that destruction extends well past state-maintained routes into local neighborhoods and roadways, making it difficult for local authorities to determine the full financial and physical scope of the destruction.

Emergency services throughout the region have faced significant operational challenges. Vinton County Sheriff Ryan Cain reported that first responders conducted at least 60 water rescues as floodwaters engulfed area roads. Cain warned that severe erosion from the runoff has created hazardous conditions, leaving several asphalt roadways suspended in the air without underlying soil, posing an immediate risk of collapse.

As floodwaters recede, residents and local organizations are uncovering widespread structural ruin. In McArthur, Ohio, the Renovate Life Church of God was deemed a complete loss after deep floodwaters tore through the building. Pastor James Dimel reported that the facility’s walls were destroyed and its community food pantry was completely wiped out by the storm.
