Heavy rainfall on September 10, 2023, and September 12, 2023, caused severe flash flooding in southern Ross County, Ohio, damaging six homes and destroying a key access bridge.

The floodwaters washed out a culvert bridge off US-23 in Waverly, Ohio, cutting off normal access for five local families. Resident Crystal McGrail described the rising waters as rapid and intense, noting that flooding of that magnitude along US-23 was unprecedented in her area.

Issues surrounding the culvert bridge have persisted since 2022. Because the structure is not classified as a private drive, homeowners insurance will not cover the cost of replacement, leaving affected residents seeking assistance from county or state officials. Neighbors expressed concern over how emergency services would reach them, as well as the challenges of commuting to work and caring for children and elderly family members.

Following a request from the Ross County EMA, the American Red Cross established an emergency evacuation center on Egypt Pike in Chillicothe, Ohio. The shelter hosted 15 people from two families overnight on Saturday.

The Red Cross is closing the temporary shelter after the displaced residents were able to return home or arrange alternative places to stay. Representatives stated they will continue working directly with the occupants of all six damaged homes to assist in their ongoing recovery.
