What to Know About Whitehall Recall Election | June 23

Residents in the City of Whitehall will head to the polls on June 23 for a special recall election involving Mayor Michael Bivens and Whitehall City Council members Lori Elmore and Amy Harcar.

The special election was approved after enough petition signatures were recertified, officially placing the recall measures before voters.



Early Voting Dates and Hours

According to the Franklin County Board of Elections, early in-person voting begins Tuesday, May 26, from 8 a.m. to 5 p.m.

Early Voting Schedule

  • May 26 through June 12 (Mondayโ€“Friday): 8 a.m. to 5 p.m.

Final Week of Early Voting

  • Monday, June 15: 7:30 a.m. to 7:30 p.m.
  • Tuesday, June 16: 7:30 a.m. to 8:30 p.m.
  • Wednesday, June 17: 7:30 a.m. to 7:30 p.m.
  • Thursday, June 18: 7:30 a.m. to 7:30 p.m.
  • Friday, June 19: No early voting due to the Juneteenth holiday
  • Saturday, June 20: 8 a.m. to 4 p.m.
  • Sunday, June 21: 1 p.m. to 5 p.m.

Officials noted there will be no early voting on Monday, June 22.

Where to Vote

Early in-person voting will take place at the Franklin County Board of Elections, located at 1700 Morse Road.

On Election Day, voters can cast ballots at the following polling locations:

  • Eastview United Methodist Church โ€” 1045 Ross Road
  • Faith Lutheran Church โ€” 730 Collingwood Ave.
  • Whitehall Senior Center โ€” 4924 Etna Road
  • Whitehall United Methodist Church โ€” 525 Bernhard Road
  • Whitehall Yearling High School โ€” 675 S. Yearling Road

Absentee Voting Information

The deadline to request an absentee ballot is Tuesday, June 16.

Voters can request an absentee ballot application by calling 614-525-3100 or by visiting the Franklin County Board of Elections website. After completing the ballot, voters must return it by mail or in person no later than 7:30 p.m. on Election Day, June 23.

Under Ohioโ€™s updated election law, absentee ballots must be received by the board of elections before polls close on Election Day in order to be counted. The previous post-election grace period for mailed ballots no longer applies.

Voters can also track the status of their absentee ballots through the BallotTrax system.

The recall election follows months of legal and political disputes surrounding city leadership in Whitehall.
