According to court documents, Delaware County Common Pleas Court Judge James P. Schuck is accused of engaging in unwelcome sexual conduct and repeatedly showing up at the womanโ€™s home to pressure her into sexual activity. A civil stalking protection order, filed on Nov. 25, outlines the allegations.

Retired Franklin County Judge Richard Frye, appointed by the Ohio Supreme Court to oversee the matter, approved the protection order after an ex-parte hearing, records show.

The complaint states the alleged misconduct occurred on May 13, with additional incidents where Schuck reportedly appeared at the womanโ€™s Delaware apartment uninvited. The complaint also claims the victim previously received an apology from Schuck for โ€œpressuring and scaring her.โ€

The woman additionally requested that Schuck be barred from using court security cameras or CCTV systems to monitor or record her, and from sharing any footage with others.

Schuck did not respond to requests for comment.

Delaware County Administrative Judge Marianne Hemmeter publicly urged Schuck to step aside during the investigation, calling the allegations โ€œseriousโ€ and stressing the importance of judicial accountability. Hemmeter said stepping down temporarily โ€œwould demonstrate a commitment to transparency and public trust.โ€

Delaware County Prosecutor Melissa Schiffel has already requested special prosecutors from outside the county to oversee the case, according to Hemmeterโ€™s statement.

The Office of Disciplinary Counsel, which investigates ethical complaints against judges and attorneys in Ohio, has also opened an inquiry.

According to Jon Lee, deputy director of Columbus Water and Power, the city must invest now to keep pace with rising demand.
โ€œThese updated rates will help us build the utility infrastructure required for our growing population,โ€ Lee explained.

Beginning January 1, 2026, residents will see the following changes:

  • Water rates: +18%
  • Electric power: +13%
  • Sanitation: +8%
  • Stormwater: +2%

City leaders say the additional revenue will support major expansion projects, including a new $2.3 billion fourth water treatment plant. To help reduce the strain on households, the city is also increasing eligibility and discounts for its utility assistance programs.

Lee acknowledged the financial burden:
โ€œThis is the largest rate increase in more than 20 years, and we understand the hardship,โ€ he said. โ€œBut the investment is necessary, just like when we expanded sewer capacity two decades ago.โ€

Columbus is planning for a population that could reach three million residents by 2050. The upcoming water plant will increase total capacity to meet that projected demand.

Columbus City Councilmember Christopher Wyche noted that while raising rates is difficult, delaying infrastructure improvements would cost families more in the long term.
โ€œWe are trying to balance sustainable growth with fairness,โ€ Wyche said.

The city has expanded its affordability programs to support low-income households. The income threshold has been increased from 150% to 200% of the federal poverty level, and discounts have risen from 25% to 30%.

Wyche emphasized that more residents should take advantage of these savings:
โ€œOur programs could support up to 100,000 households, but participation is still low. We want more families to enroll.โ€

Overall, the approved increases will raise the average customerโ€™s utility bill by about 12%.
