Ohio Lawmaker Proposes Bill to Standardize Parking Ticket Late Fees

Ohio drivers could soon see more time to pay parking tickets and lower late fees if a newly introduced bill becomes law.

Currently, Ohio law does not require a minimum grace period for paying parking tickets or place a cap on late fees, leaving those decisions to individual cities and municipalities.

State Rep. Darnell Brewer, a Cleveland Democrat, is seeking to standardize parking ticket policies statewide through House Bill 653, which was introduced on Jan. 27.

Under the proposal, drivers would have at least 30 days to pay a parking ticket before a late fee could be added. After that period, municipalities could charge a late fee of up to $10. A second late fee of up to $10 would be allowed if the ticket remains unpaid after 60 days.

The bill also limits total late fees for a single parking violation to $20, even if the ticket remains unpaid beyond 60 days. While the legislation does not establish rules for additional penalties, it prohibits municipalities from exceeding the $20 cap.

โ€œThe goal of this bill is clear โ€” parking enforcement should encourage compliance and safety, without creating additional financial hardship for Ohioans,โ€ Brewer said in a statement.

The proposal would create more lenient standards than those currently enforced in Ohioโ€™s largest cities. In Columbus, drivers have 10 days to pay before a $15 late fee is added, followed by an additional $20 fee after 30 days. Cincinnati allows a 14-day grace period, after which a $10 late fee applies, and unpaid tickets can eventually double to as much as $100. Cleveland provides a 15-day grace period, followed by a $10 late fee and an additional $15 fee after 45 days.

Brewer said current practices can result in late fees that exceed the original ticket amount and disproportionately affect low-income residents, seniors, and working families.

โ€œI believe this is a bipartisan issue rooted in fairness, transparency, and responsible governance,โ€ he said.

The Ohio Municipal League, which represents cities and villages across the state, said it is reviewing the legislation and has not yet taken an official position.

House Bill 653 is awaiting committee assignment and its first hearing. The legislation is co-sponsored by five Democrats and one Republican.

Nationwide Childrenโ€™s Hospital Sued Over Infantโ€™s Death

A Zanesville father has filed a death lawsuit against Nationwide Childrenโ€™s Hospital, alleging medical negligence after his 27-day-old daughter died following a fall from her hospital crib.

According to court records, Tyler Peyton filed the lawsuit on Jan. 23 in Franklin County Court of Common Pleas in connection with the death of his daughter, Ellieana Peyton, in 2025.

Nationwide Childrenโ€™s Hospital, located at 700 Childrenโ€™s Drive in Columbus, said it cannot comment on the matter because the case is pending litigation.

The lawsuit states that Ellieana was born at the hospital on March 4 and was diagnosed shortly after birth with congenital dilated cardiomyopathy, a condition that affects the heart muscle. She was admitted to the Cardiothoracic Intensive Care Unit the same day.

Hospital staff monitored Ellieana for several weeks, during which time she reportedly tolerated feedings, had normal neurological evaluations, and showed normal or near-normal heart function. Doctors later determined she was stable and planned for her discharge around March 28.

However, the filing alleges that on March 25 at approximately 9:30 p.m., a patient care assistant left one rail of Ellieanaโ€™s crib lowered while monitoring wires remained attached to the infant. The wires were reportedly connected to a telemetry device carried by the staff member. When the assistant moved away, the wires pulled the infant from the crib, causing her to fall an estimated three to four feet to the floor.

Medical imaging performed that night showed that Ellieana suffered a skull fracture and brain bleeding, along with visible swelling and bruising at the point of impact, according to the lawsuit.

In the days that followed, Ellieanaโ€™s condition declined. Records show she experienced low blood pressure, an elevated heart rate, and reduced oxygen levels. Her heart function continued to worsen, and she died on the evening of March 31.

The Franklin County Coroner determined that Ellieanaโ€™s cause of death was congenital dilated cardiomyopathy complicated by head injuries resulting from a fall from a crib. The death was ruled accidental.

The lawsuit alleges that Nationwide Childrenโ€™s Hospital failed to maintain a safe environment, implement proper fall-prevention measures, and adequately supervise a high-risk infant. The filing describes Ellieanaโ€™s death as preventable.

An obituary described Ellieana as a joyful and alert infant with a bright smile and expressive brown eyes. It noted that she loved being held by her parents and family.

The lawsuit seeks damages related to wrongful death, medical negligence, and misconduct.

The case drew widespread public outrage after details emerged showing that the victim was killed while under the care of the convicted woman. During the trial, prosecutors presented multiple pieces of evidence, including video footage, which the court said demonstrated the severity of the crime.

Throughout the proceedings, the victimโ€™s family repeatedly called for the immediate enforcement of the death sentence and declined alternative forms of settlement permitted under Islamic law.

Somalia maintains the death penalty within a legal framework that combines statutory law, Islamic Sharia, and customary practices. Executions by firing squad are frequently used for serious crimes, particularly in Puntland, a semi-autonomous region where authorities have emphasized a firm approach toward violent offenses.

A Columbus Police incident report states that a pedestrian was walking in the roadway along the west side of North Wilson Road near the intersection with Enterprise Avenue in the northwest Hilltop area. The crash occurred at approximately 11:25 p.m.

Police said the pedestrian was struck by a black Chevrolet Equinox that was traveling southbound on North Wilson Road. Emergency responders transported the pedestrian to a nearby hospital, where they were pronounced dead at 11:58 p.m.

The driver of the vehicle remained at the scene and was not injured, authorities said.

The Columbus Police Accident Investigation Unit responded to investigate the circumstances surrounding the crash. Police are asking anyone who may have witnessed the incident or has additional information to contact Crime Stoppers at 1-800-222-8477.

A Columbus man has been charged with pandering sexually oriented material involving a minor and tampering with evidence in connection with the disappearance of a 17-year-old girl from Indiana whom authorities now believe is dead.

Tyler Thomas, 39, of Columbusโ€™ Victorian Village neighborhood, is being held in the Franklin County Jail. Court records show he is scheduled to appear in a Franklin County court on Monday, Feb. 2.

The missing teen, Hailey Buzbee, of Fishers, Indiana, was last seen by her parents around 10 p.m. on Jan. 5 near her home, Fishers police said during a news conference on Feb. 1. Fishers is a suburb located north of Indianapolis.

Investigators said a vehicle seen in the area at the time of Buzbeeโ€™s disappearance was traced back to Thomas. Police believe the two met through online gaming.

Authorities interviewed Thomas within days of the teenโ€™s disappearance. He told investigators he had dropped Buzbee off on the side of a road in western Ohio. Police later determined that statement was false and coordinated with Ohio law enforcement to search Thomasโ€™ home and vehicle, according to court records.

Based on evidence collected and statements made by Thomas, Fishers police now believe Buzbee is deceased and are continuing efforts to locate her body.

Court documents state that Thomas picked up the teen in the early morning hours of Jan. 6. During a search of his Hunter Avenue residence on Jan. 21, investigators reportedly found child sexual abuse material, including images and video involving the missing juvenile, on Thomasโ€™ digital devices. Records also indicate a video of the teen was discovered in a deleted file.

Police said Thomas spent time with Buzbee at his Columbus residence and at a short-term rental property in Hocking County, where sheriffโ€™s deputies conducted searches using drones and K-9 units in an effort to locate the teen.

The investigation remains ongoing.

U.S. District Judge Fred Biery ordered the release of the father and son โ€œas soon as practicableโ€ but no later than February 3, criticizing the governmentโ€™s enforcement approach. In his ruling, Biery condemned policies that he said traumatize children in the pursuit of deportation quotas.

The father said he and his family intend to remain in the U.S. under asylum, citing fears of returning to Ecuador. โ€œI asked for asylum to be here for my family, for my children,โ€ he said. โ€œWe came in with all the requirements, and our first court hearing is scheduled later in February.โ€

On December 6, officers responded to reports of a shooting on the 2600 block of Osceola Avenue just before 1 p.m. Upon arrival, they found 27-year-old Jaylun Gallagher with a gunshot wound. Gallagher was pronounced dead at the scene.

Following a preliminary investigation, police have ruled Gallagherโ€™s death a homicide. However, no suspect has yet been identified. Authorities are urging anyone with information to come forward.
